Helena’s practice concentrates both on the representation of importers who have issues of compliance with U.S. Customs law and with exporters who have issues relating to U.S. export control laws. On the import side, she has dealt with issues relating to classification and valuation of merchandise, country of origin marking, free trade agreements, audits, and penalty proceedings. On the export side, she has dealt with EAR (dual-use), ITAR and OFAC sanctions programs. She has also handled issues relating to government procurement.
