Stephen Brophy Promoted to Counsel

Barnes, Richardson & Colburn is pleased to announce the promotion of Stephen W. Brophy to Counsel. Mr. Brophy has practiced international trade law with the firm since his graduation with honors from Georgetown University Law Center.  He is a senior member of the team representing both petitioners and respondents in trade remedy disputes, including antidumping and countervailing duty investigations, litigation, and appeals, before the US Department of Commerce, the US International Trade Commission, the US Court of International Trade, the US Court of Appeals for the Federal Circuit, and the World Trade Organization.  He has been a senior attorney in achieving the firm’s publicly acclaimed results, at both administrative and judicial levels, in Orange Juice From Brazil, Lemon Juice From Mexico and Argentina, Multilayered Wood Flooring From China, the Steel Safeguard case, Fasteners From China, and numerous other trade remedy cases.

                Mr. Brophy also continues his practice in customs and export controls, including import classification, valuation, origin marking, audits and penalties, import security, FDA and USDA restrictions, export licensing and sanctions, and trade legislation.  He has also advised clients with respect to state and local legislation and litigation affecting import trade in various sectors, including steel and metals, pharmaceuticals, agriculture, automotive, chemicals, and building materials.
