CBP Updates "Guidance for Reimbursement Certificates"

Earlier this week Customs and Border Protection (CBP) published an updated version of “Guidance for Reimbursement Certificates.”  In order to avoid being penalized with double duties, importers must file reimbursement certificates disclosing whether they have received reimbursement of AD duties; CBP’S memorandum offers specifics on how to file the certificates. 

The memo outlines procedures for filing in ACE and ACS.  Importers will be able to file non-reimbursement statements at the line level for entry summaries in ACE and blanket non-reimbursement statements at the importer accounts level in ACE or ACS.  These submissions satisfy the same requirements as filing reimbursement certificates.  Although CBP will still accept paper reimbursement certificates, it is encouraging importers to file electronically.

CBP also addressed other guidelines for filing reimbursement certificates, including the following:
•    Required language for reimbursement certificates
•    Instructions for filing blanket certificates with a sample template
•    Information regarding reimbursement certificates submitted in a CBP protest
