USTR Calls for Comments on Negotiating Objectives with Respect to Japan's Participation in TPP

On May 7, 2013, the Office of the U.S. Trade Representative (USTR) issue a Federal Register Notice calling for comments regarding U.S. negotiating objectives with respect to Japan’s inclusion in the Trans-Pacific Partnership Agreement (TPP) negotiations. The Office of the USTR is seeking public comments regarding all issues relating to Japan’s participation in the TPP negotiations, as well as comments on parallel bilateral negotiations that will be held to address certain non-tariff measures. Written comments are due June 9, 2013.

The USTR will also hold a hearing on July 2, 2013. Anyone wishing to provide oral testimony at the hearing must provide written notification and a summary of their testimony by June 9, 2013.

On April 24, 2013, the USTR notified Congress of the Administration’s intent to include Japan in the TPP negotiations. The notifications initiated a 90-day Congressional consultation period required by law before the President can formally enter into negotiations with Japan. The USTR is also seeking advice from the International Trade Commission regarding the probable economic effects of including Japan in the TPP agreement.
