USITC Rules on GOES

    On October 23, 2014, the United States International Trade Commission (USITC) voted not to impose anti-dumping duties on grain-oriented electrical steel (GOES) from China, South Korea, Russia and the Czech Republic.  The Commission ruled that the importation of the product did not harm U.S. businesses in a five to one vote.  In August, the USITC also reached a negative determination in the antidumping investigations of GOES from Germany, Japan and Poland.  The US companies AK Steel Corporation, Allegheny Ludlum LLC and United Steelworkers announced that they are planning to appeal the decision
.
    Back in September, the Department of Commerce ruled that GOES was sold at less than fair value in the United States.  The International Trade Administration found dumping margins for the four countries ranged from 3.69% to 159.21%.  However, due to the negative injury determination at the USITC, no antidumping order will be imposed on the four countries.
