CBP Requests Comments on Reducing the Burden of CBP Form 28

The U. S. Customs and Border Protection Agency (CBP) released a request for comments regarding CBP Form 28. This form is used by CBP personnel requesting additional information when the invoice or other documentation fails to provide sufficient information for appraisement or classification. According to CBP, an estimated 60,000 importers respond to CBP Form 28 each year in the format of their choice. CBP currently estimates the time burden of responding to each form at one hour.

CBP is seeking comments from the general public and other federal agencies regarding the following:

  1. Whether the information collected in this form is necessary for the proper functioning of the agency and whether the information has practical utility
  2.  The accuracy of CBP’s estimates regarding the time burden for completion of CBP Form 28
  3. Ways to enhance the quality, utility, and clarity of the collected information
  4. Ways to minimize the burden, including using automated collection techniques
  5. The annual cost burden to respondents

CBP states that submitted comments will be summarized and included in CBP’s request to the Office of Management and Budget for an extension to the use of the current CBP Form 28. Written comments should be submitted for consideration by January 18, 2011.
