Commerce Proposes Modification of Regulations for Normal Value Calculations

The U.S. International Trade Administration has proposed a modification to its current regulations related to the basis for calculating normal value (NV) in antidumping proceedings. If the rule is adopted, then Commerce will prefer NV calculations based upon constructed value, rather than upon third-country sales, when home market sales are not a viable option.

This proposal was published in the Federal Register dated August 25, 2016.
