BIS Designates GE as First Indian Validated End User

The Bureau of Industry and Security (BIS) recently amended the Export Administration Regulations (EAR) to include GE India as the first company in India authorized to receive controlled U.S. dual-use exports under the Department of Commerce’s Validated End Users (VEU) program. Under its VEU authorization, GE India will now be able to obtain certain items that are on Commerce’s Control List without having to wait for their suppliers to obtain export licenses from BIS.

The VEU program will facilitate high-technology trade between the U.S. and India by reducing administrative costs and logistical hurdles for certain exports to pre-screened companies in India. The program permits civilian companies in India, who pass a rigorous national security review and agree to strict follow-on compliance obligations, to receive under a VEU-specific authorization the same U.S.-controlled items they could previously receive under individual BIS licenses.
