ITC Initiates Solar Panel Global Safeguard Investigation

May 23, 2017 -- The International Trade Commission initiated its Section 201 investigation of crystalline silicon photovoltaic (CSPV) cells and modules in response to a petition filed by Suniva, Inc. seeking relief on all CSPV cells and modules imported into the U.S., whether they have been partially or fully incorporated into other products or not. 

Unlike antidumping/countervailing duty investigations, Section 201 investigations solely inquire whether imports threaten to or currently cause substantial damage to domestic injury, without regard to the existence of unfair trade practices.

According to an ITC notice, the deadline for injury determinations has been extended to SEptember 22, 2017, due to the case's complexity.  The ITC will submit its final report to the President no later than November 13, 2017.
