APHIS Seeks Comments for Lacey Act Declaration Review

The Animal and Plant Health Inspection Service (APHIS) recently issued a notice requesting public comments regarding Lacey Act Declaration requirements for imported plants and plant products. In accordance with requirements in the 2008 Lacey Act Amendments, APHIS will be conducting a review of the Lacey Act Declaration, including an evaluation of its effectiveness in terms of enforcement, and submitting a report to Congress. The review is expected to cover the implementation of the import declaration requirement, the requirement for “unknown” species and countries, the average percent recycled content requirement, and the exclusion for packaging material. Comments must be submitted by April 14, 2011.
