President Signs CPSIA Reform Bill

On August 12, 2011, President Obama signed into law H.R. 2715, a bill reforming the Consumer Product Safety Improvement Act of 2008 (CPSIA). H.R. 2715 provides the Consumer Product Safety Commission with greater authority and discretion to implement current law. The law also makes a number of reforms to the CPSIA’s children’s product requirements. These reforms include making the 100 parts per million lead content limit prospective, introducing a new exemption process for lead content, and providing an alternative for, or exempting, small batch manufacturers from the third-party testing requirements. H.R. 2715 exempts or alters the lead content limits for ATVs, bicycles, books, and completely internal parts. Additionally, H.R. 2715 limits the phthalates ban in the CPSIA to plasticized, accessible parts, and modifies the public database on consumer product safety incidents.
