Mr. Goggins is a partner in the New York office of Barnes, Richardson & Colburn. His practice includes litigation before the United States Court of International Trade and the United States Court of Appeals for the Federal Circuit. He has also represented clients before various federal agencies such as U.S. Customs, the Department of Commerce, and the Patent and Trademark Office.
Mr. Goggins received a B.S. in Accounting from the State University of New York at Albany, summa cum laude, and J.D. and M.B.A. degrees, with honors, from the University of Maryland. Prior to attending law school, he became licensed as a Certified Public Accountant while employed at one of the then "Big 8" accounting firms. Mr. Goggins is still active in the New York State Society of Certified Public Accountants and serves on a number of its committees.
Given his CPA background, Mr. Goggins has developed considerable expertise in the accounting related areas of Customs and Trade law - valuation and appraisement issues, preferential duty provisions such as NAFTA, CBERA, GSP and U.S. goods returned, and Customs audits. His practice also includes other areas such as classification, country of origin marking, investigations and penalties and covers many other issues that confront both U.S. importers and U.S. exporters.
Mr. Goggins was born in Mineola, New York in 1962. He was admitted to the New York bar in 1991 and to the Washington, D.C. bar in 1993. He is also admitted to practice before the United States Court of International Trade, the United States Court of Appeals for the Federal Circuit, the United States Supreme Court, and the United States District Courts for the Eastern and Southern Districts of New York.
He was an editor on the Handbook on Customs and International Trade Law (2d ed., 1996), published by the New York County Lawyers' Association, Committee on Customs and International Trade Law, and served as a vice chairperson (1995-1997) and later as the chairperson (1997-1999) of that committee. He has taught as an adjunct instructor at the Benjamin N. Cardozo School of Law.
