Commerce Publishes Third Wave of Export Control Reform

On Thursday, January 02, 2014, the U.S. Department of Commerce, Bureau of Industry and Security (BIS), published a Final Rule, transferring items from the United States Munitions List (USML) to the Commerce Control List (CCL).  The rule revises USML Categories IV (Launch Vehicles, Guided Missiles, Ballistic Missiles, Rockets, Torpedoes, Bombs and Mines), Category V (Explosives, Propellants, Incendiary Agents and Their Constituents), Category IX (Military Training Equipment), Category X (Personal Protective Equipment), and Category XVI (Nuclear Weapons, Design and Test Equipment).  Additionally, this rule assigns new Export Control Classification Numbers (ECCNs) to items already subject to the Export Administration Regulations (EAR).  This is the third wave of export control reform, which initially began in April 2013.  The BIS Final Rule becomes effective on July 01, 2014.
