Labor Enforcement Case against Guatemala

    On September 18, 2014, the Ambassador Michael Froman from the Office of U.S. Trade Representative (USTR) confirmed that the U.S. would be pursuing a labor enforcement case against Guatemala for failing to implement and enhance labor rights in the country, in alleged violation of the Central America Free Trade Agreement.  A panel was established in 2011 to help Guatemala resolve its labor issues, and the United States worked with Guatemala to create an 18-point Enforcement Plan towards enhancing labor rights.  After developing the plan, the U.S. ceased arbitration to allow Guatemala to implement the strategy.  However, according to USTR, Guatemala has not made a sufficient effort to improve labor rights.
