Commissioner Kerlikowske: "CBP working aggressively" to Implement TFTA

In a Finance Committee hearing held on May 11, CBP Commissioner Kerlikowske testified that CBP would make use of tipoffs from private industries, withhold release orders, and use other tools to streamline trade compliance enforcement. These represent some of the procedural changes which the CBP has undertaken in efforts to implement the Trade Facilitation and Trade Enforcement Act, signed last February.

Commissioner Kerlikowske also testified that the CBP would begin self-initiating investigations of forced-labor imports and would no longer “weigh consumptive demand to process information concerning forced labor.” Previous to its enactment, goods produced by “indentured, child, or other forced labor” could be imported to the U.S., provided that its industry could not meet domestic consumer demand.
