New Bill Aims to Combat Vessel Evasion and Strengthen Export Controls

In an ongoing effort to address the increasing threat posed by sanctions evasion and illicit transfers of sensitive technologies, Congress has introduced a bill, S.2248. This bill proposes the implementation of a pilot program that utilizes big data analytics to identify vessels evading sanctions and export controls. Additionally, the bill calls for a comprehensive report on the availability of emerging and foundational technologies subject to export controls within the United States. This legislative sponsored by Sen. Lankford and Sen. Hassan, is another bipartisan response to the growing concerns surrounding corporate crime and national security.

The introduction of S.2248 proposes a pilot program that utilizes big data analytics to identify vessels involved in evading sanctions and export controls. This program would ideally enhance the effectiveness of existing enforcement mechanisms and strengthen the ability to detect and prevent illicit activities at sea.

S.2248 also mandates the preparation of a comprehensive report that assesses the availability of emerging and foundational technologies subject to export controls within the United States. The findings are likely to be used as a blueprint in creating more safeguards to critical technologies and prevent their unauthorized transfer to unauthorized entities or countries.

The bill has been referred to the Senate Committee on Homeland Security and Governmental Affairs. While the bill may never move out of committee, it marks a continued bipartisan effort among all branches of the government that address threats of sanctions evasion and illicit technology transfers.
