USTR Releases New AGOA Rule

The USTR put a new rule into effect known as Section 2017. Under the new provisions, stakeholders in sub-Saharan markets can file independent requests for eligibility determinations.
While the USTR makes annual determinations for AGOA beneficiaries and any applicant countries, this new regulation allows interested parties to file their own complaints, provided that they are warranted by “exceptional circumstances.”
