Commerce to End Importer Bond Option for AD/CVD 'New Shipper' Reviews

In conformity with the Trade Facilitation and Trade Enforcement Act, signed last February, the Department of Commerce announced that it will implement new provisions prohibiting importers from posting bonds for new shipper AD/CVD reviews, rather than paying a cash deposit.

These measures are a response to longstanding concerns that the bond option had facilitated duty evasion.
