CBP Clarifies Effective Date for 301 Duty Increase

In message 19-000238 CBP clarified the implementation of President Trump's decision to raise the Section 301 tranche 3 duties from 10% to 25%. The original notice indicated that the new duty rate would apply to goods that entered May 10, 2019 and were exported to the United States prior to that date.
The current message clarifies that the rate will remain 10% for goods that:
- entered on or after 12:01 a.m. on May 10 and
- before June 1, 2019 and
- exported before May 10.
