CBP Publishes List of Technical Corrections to Tariff Shift Rules, Re-Opens Comment Period for Proposed Rulemaking on Uniform Rules of Origin

October 30, 2008

As a result of modifications to the Harmonized Tariff Schedule of the United States (HTSUS) in 2007, certain tariff provisions have been added or removed, and certain goods have been transferred, for tariff classification purposes, to different or newly-created provisions. In the October 30, 2008 Federal Register, U.S. Customs and Border Protection (CBP) has published a document which sets forth technical corrections to 19 CFR 102.20 and 102.21, in order to align the regulations with the current version of the HTSUS.

CBP has re-opened the comment period for its proposed rulemaking to establish uniform rules of origin governing CBP determinations of the country of origin of merchandise imported into the United States to allow interested parties to properly evaluate the impact, if any, of the proposed rule on the country of origin of their goods. In light of these technical corrections, CBP is allowing parties the opportunity to enhance their review and provide meaningful comments by December 1, 2008.
