CBP Publishes New Applications for ACE Portal Accounts

On April 1, 2026, CBP launched a modernized ACE Secure Data Portal application with new web-based forms. The tool facilitates organizations applying for top accounts, update account owner details, and communicate directly with CBP for setup-related questions, while also improving CBP’s internal processing.

The modernization supports applications for new top accounts, and new top accounts with access to the importer, exporter, and protest filer, sub-account views. This is available only for organizations without existing ACE Portal access. Organizations applying for multiple Importer of Record views (for the first time) must still use the legacy PDF form.

CBP urges new applicants to use the new web form for faster processing but will temporarily accept the older PDF application during the rollout. Additional guidance appears on CBP’s ACE Portal application and account management webpages.

For context, the application modernization is rolled out as CBP has transitioned to issue all refunds electronically, effective February 6, 2026, which is authorized through the importer subaccount view. Notably, the timing coincides with the Supreme Court striking down the tariffs imposed under the International Emergency Economic Powers Act (IEEPA), requiring CBP to issue tariff refunds.

In a March 31 update, CBP indicates that 26,664 importers have enrolled for direct deposit as of March 26, representing 78% of relevant entries and about $120 billion in duties. More details on the developments can be found here.
