House Bill Introduced Prohibiting Importation of Certain Venezuelan Petroleum Goods

On September 5, Rep. Mike Coffman (R-CO) introduced H.R. 3673 entitled “Protecting Against Tyranny and Responsible Imports Act” (PATRIA) prohibiting the importation of certain petroleum oils, gases, residues, or products from Venezuela or their removal from warehouses for use. Products listed under the following HTSUS Headings are explicitly prohibited:

2709 – Petroleum oils and oils obtained from bituminous minerals, crude.
2710 – Petroleum oils and oils obtained from bituminous minerals, other than crude.
2711 – Petroleum gases and other gaseous hydrocarbons.
2713 – Petroleum coke, petroleum bitumen and other residues of petroleum oils or of oils obtained from bituminous minerals.

The sanctions, if enacted, will remain in effect until the President has verified that Venezuela's current parliamentary government be restored to the constituent membership mandated by the 2015 elections. The bill has been referred to the House Ways and Means Committee.
