Exports to the Macau Special Administrative Region (“MSAR”) of advanced computing and semiconductor manufacturing equipment are now controlled in keeping with the policy objectives identified in the October 7 rule. The MSAR is a region of the People’s Republic of China, but is administered under special rules similar to those used in Hong Kong. The extension of the controls to the MSAR is informed by BIS’s review of the October 7 advanced computing and semiconductor manufacturing equipment rule and by the questions BIS has received since October 7, 2022.
BIS has indicated that it intends to publish a subsequent rule to respond to the comments received, including making updates to the controls included in the October 7 advanced computing and semiconductor manufacturing equipment rule. BIS is still collecting comments for both rules with a current deadline of January 31, 2023.
