Raymond Kelly Becomes Commissioner of Customs

According to press reports, President Clinton has signed the appointment of Raymond Kelly to be the new Commission of Customs. Mr. Kelly previously served as Under Secretary of Treasury for Enforcement. In that position, he had supervisory authority over several law enforcement agencies including U.S. Customs, the U.S. Secret Service, the Bureau of Alcohol, Tobacco and Firearms, the Federal Law Enforcement Training Center, the Financial Crimes Enforcement Network, and the Office of Foreign Assets Control. Mr. Kelly is a former Marine who served in combat in Vietnam and served as Commissioner of the New York City Police Department from October 1992 to January 1994. In addition, he is an attorney with law degrees from St. John's University and New York University, where he has lectured on the law, public policy, and crisis management. He is a graduate of Manhattan College and holds a master's degree in public administration from the Kennedy School of Government at Harvard University.
