Reciprocal Tariff Exemptions Expanded

President Trump issued an Executive Order on Nov. 14 that removes reciprocal tariffs on numerous products including food items, effective 12:01 a.m. on Nov. 13. The order adds 237 new tariff subheadings to the Annex II exemption list covering products such as coffee, tea, cocoa, spices, bananas, oranges, tomatoes, beef, and certain fertilizers.

The order also creates partial exemptions for products under 11 additional subheadings, including tropical fruit, communion wafers, açaí, citrus juice, and coconut water. These items now fall under a new tariff category, 9903.02.78.

U.S. Customs and Border Protection is directed to refund subject duties already collected, following existing law and standard refund procedures. This marks the latest modification to reciprocal tariffs.
