Steel & Aluminum Derivatives Tariffs Outside Chapters 73 & 76 Effective This Week

The U.S. Commerce Department issued a notice that will be published in the Federal Register (likely March 14, 2025) certifying that adequate systems are in place to fully, efficiently, and expediently process and collect tariff revenue for covered articles for both steel and aluminum. This is significant since the Presidential proclamations on steel and aluminum stated that tariffs on derivatives would take effect “upon public notification” that customs systems were ready.
The notice itself does not indicate the date on which importers will be required to pay tariffs on the steel and aluminum content of goods outside of HTSUS Chapters 73 and 76, respectively. Derivatives listed in the annex of the proclamations classified under Chapters 73 and 76 (respectively) were already set to take effect alongside other Section 232 tariff increases March 12. Generally, the date of Federal Register publication is treated as the date on which public notification occurs.
