Withhold Release Order Issued for Giant Bicycles, Parts, and Accessories

Many avid velocipedists are familiar with the products of Giant Manufacturing. Now Customs officials across the United States are becoming familiar with Giant Manufacturing. On September 24, 2025, CBP issued a Withhold Release Order (“WRO”) against bicycles, bicycle parts, and accessories manufactured in Taiwan by Giant Manufacturing Co. Ltd. A WRO is the mechanism by which all shipments of a product type are denied entry into the United States because of forced labor finidngs.
Withhold Release Order are issued when a CBP investigation identifies violations of the prohibition against importations of goods made with forced, slave, prison, or slave labor. This WRO was issued under 19 U.S.C. 1307. In the public information Customs identified five violations of the International Labour Organization Forced Labour Indicators. In Giant’s case, CBP’s forced labor investigation found:
· abuse of vulnerability,
· abusive working and living conditions,
· debt bondage,
· withholding of wages, and
· excessive overtime.
Effective immediately, CBP will detain all bicycles, bicycle parts, and accessories manufactured by Giant in Taiwan. CBP officials reminded importers in the order that they “have a responsibility to do their due diligence and know their supply chains.” Importers should understand that the Section 1307 finding is different from those of the UFLPA (Uyghur Forced Labor Prevention Act). Section 1307 allegations are generally an audit finding (as alleged here) rather than a rebuttable presumption based on geography.
