NAFTA Truck Accord

On November 28, 2001, Congress and the Bush White House worked out a deal to provide Mexican truckers access to the full U.S. market.

In August, the Senate passed a proposal by Senator Patty Murray (D-Wash.) and Congressman Hal Rogers (R-Ky.). Since that time, Congress has been negotiating with the White House to avoid a veto of the transportation bill containing the proposal. According to Senator Murray’s press release elements of the proposal include:

  • Electronic verification of drivers licenses
  • Physical inspection of Mexican trucks entering the U.S.
  • Review by the Inspector General of U.S. readiness to permit entry of Mexican trucks
  • Requirements that the Mexican trucking firms have adequate safety programs including drug and alcohol testing
