Under the North American Free Trade Agreement, the United States agreed to eliminate the Merchandise Processing Fee on NAFTA originating goods that qualify to be marked as goods of Mexico. This exemption from the fee is effective for merchandise entered or release after June 29, 1999. The MPF applicable to other goods continues to be 0.21 percent of the dutiable value of the merchandise. The MPF was eliminated with respect to NAFTA-originating Canadian goods in 1994 when the NAFTA came into effect. To read Customs' notice on this topic, click here.
