BIS to Conduct Retrospective Review of Regulations

Pursuant to President Obama’s direction in Executive Order 13563, the Department of Commerce’s Bureau of Industry and Security (BIS) is conducting a retrospective review of portions of the Export Administration Regulations, Chemical Weapons Convention Regulations, Additional Protocol Regulations, and National Defense Industrial Base Regulation to determine how they might be clarified or streamlined to be more effective or less burdensome. BIS recently released a notice of inquiry (76 FR 47527) calling for public comments on how it should undertake its retrospective review of regulations. BIS is seeking public comment on both existing and proposed rules, with the exception of rules related to the Export Control Reform Initiative. Comments on export reform-related comments should instead be directed towards specific proposals as they are published. Comments on the retrospective review are due no later than February 1, 2012.
